Project Overview

Based on the analysis of recent literature from 2020 to 2026, the adoption of Open Educational Resources (OER) in developing countries presents a dual-edged reality of significant promise and persistent challenges. While OER offer transformative opportunities to reduce educational costs, democratize access to knowledge, and enable culturally relevant pedagogical adaptations (De Oliveira Neto et al., 2024; Zhang et al., 2020), their effective implementation is systematically hindered by inadequate digital infrastructure, limited digital literacy, linguistic barriers, and fragmented policy environments (Klimova & Palla, 2025; Devers, 2020). The Technology Acceptance Model reveals that perceived usefulness and cultural factors like indulgence versus restraint significantly influence adoption intentions (De Oliveira Neto et al., 2024). However, strategic government investments, multi-stakeholder collaborations, and contextually designed OER platforms demonstrate that these barriers are surmountable through sustained institutional commitment and supportive policy frameworks (Rungroj, 2026; Ndlovu, 2025).

Abstract / Chapter One Preview

Open Educational Resources (OER) have emerged as a transformative force in global education, offering unprecedented opportunities for expanding access to quality learning materials, particularly in resource-constrained environments. This comprehensive work examines the multifaceted landscape of OER adoption in developing countries through a systematic analysis of recent research and case studies from 2020 to the present. Drawing on the Technology Acceptance Model (TAM) and the UNESCO 2019 OER Recommendation framework, the study investigates three primary objectives: (1) to identify the key challenges hindering OER adoption in developing nations, (2) to evaluate the opportunities and benefits that OER present for educational transformation, and (3) to examine the policy frameworks and institutional strategies that facilitate successful OER implementation. The analysis reveals that while OER offer significant potential for democratizing education and addressing resource inequities, their effective implementation requires addressing persistent barriers including inadequate infrastructure, limited digital literacy, cultural and linguistic challenges, and insufficient institutional support (De Oliveira Neto et al., 2024; Zhang et al., 2020). However, emerging evidence from initiatives across Africa, Asia, and Latin America demonstrates that strategic government policies, multi-stakeholder collaborations, and contextually appropriate design can substantially enhance OER adoption and impact (Rungroj, 2026; Devers, 2020). The study contributes to the growing body of knowledge on OER in developing contexts and offers actionable recommendations for policymakers, educators, and international development organizations seeking to leverage OER for sustainable educational development.
